Of course there are legit winners who deserve the spot in the top 100, but if you think all of them do then you obviously haven't played the mini-game enough to see just how desperate people are to win.
This has been reported last year numerous times and this year numerous times, but it seems ANet doesn't care since it's just a mini-game with a mini-pet for a reward. Not like this is serious PvP or anything...

Do you know how hard it would be to get 6 people, let alone 2, in a single race together. Then that person has to get lucky and get super and echo, and then that person has to know what the do with teh super and echo as well as the otehr speed boosts
Syncing is useless, and tryign to do it would be a waste of time. The people that try to sync are the ones that don't know how to get a high score

E.g. 1 am in the morning in a Korean district. I wouldn´t say that that is hard. Just need to know when most players would normally sleep.

1) You'd need an army of people.
2) You'd spend 5/6 of your time repaying the favor.
By comparison, I get lagged out or otherwise screwed on about half of my runs (if we're talking trying to post 480+) before I have the possibility of achieving the combo. If you get the combo, the other players are irrelevant.
By my math, playing it straight up is three times as efficient. (1/2 success vs. 1/6 success) I'm not saying that it couldn't be done in principle, but that if you're doing it, you're bad at GW. Further, if you see someone with a ton of times in the top 100, they're clearly not syncing.

Go read Robert Axelrod's The Evolution of Cooperation. There's no organized order to this norm of behavior; it simply came about over time without discussion or formal agreement. I don't socialize with the majority of the top 100 players, and I typically only chat with the ones I do socialize with during event weekends. I imagine this is true for most of us; it's not as though this is an organized clique, club or what have you.
However, since we've had so many weekends of rollerbeetle at this point, everyone knows who has repeatedly appeared on the top 100 time and again. It's in no regular top 100 player's best interest to screw over other top 100 players when they get a run; that only leads to tit-for-tat. Plus, there's the karma/superstition factor: if I shut down this run, will the ultimate result be someone else doing the same unto me?
Upshot: you observe people independently converging on a cooperative strategy rather than trying to shaft one another. Doesn't mean that there's a conspiracy or anything organized; it simply means that everyone involved is smart enough to see where their interests lie.

my response...
i know for a fact that you are just getting upset over a mini-game that will go POOF in 2 days.
why do people care? if you really wanna get the dumb "prize", which has nothing to do with real life, then spend your life farming money to buy one.

Whats the best time to get when reaching the spiral bridge if you're going for a top 100 spot? Looking for some super-leet-roller beetler to answer this question.

Way to pull math out of your ass. 90% of all statistics on the internet are made up you know. (including that one)
The point still stands that the way most top 100 scores are achieved is through syncing. I don't care if it "doesn't make sense" to you. Having the chance to get a incrediably valuable minipet that makes you an instant millionare in game is worth the time and co-operation to some people.

ok ok...i got 460,000 high score..and i can tell that they did the following things:
-they are living near the Servers(Low Ping)
-they went to empty district and started to race with Friends who didn't KnockDown them.
-they did it over and over again, until they got twice the 8# skil + the Echo skill(skill 6#)

I just logged into Korean 1 Rollerbeetle Arena, and Gaile Gray was there talking about the high scores. Sorry, I showed up a bit late and it's poorly edited.

It should be quite easy to fix as they are almost guarenteed to be using a database to store this information. If they are recording all scores, and only displaying the top 100, then its just a simple solution of only taking the top 100 UNIQUE entries from the database. If they are writing the scores to the top 100 list, as they are scored, then they indeed are telling truth in that they can not remove them. However, if this is the case, what programmer/design member thought of the idea to make a top 100 list that gives prizes, and allows for multiple entries but not prizes? I'd almost want them to give out multiple prizes, even though it will make them perma-rich, however there will be more prizes in the game, which will go for a semi-lower price.
They still have the opportunity to fix this for future purposes. All they have to do is to check the list to see if the account has posted a top score, then if their score is higher than the one posted. Delete the lower entry from the database, and post the new entry in the database.
Its just a few more extra lines in the code, to check for uniqueness, its not hard, and should have been implemented the first time around. But hey, its there game. Let less than 30 people walk away with prize for the top 100.

I'm assuming since they didn't change the programming at all, it will be more miniature greased lightnings. That's the average case scenario.
WORST CASE scenario: We get more crates of fireworks.
BEST CASE scenario: We get miniature lisa's.
2nd BEST CASE scenario: We get everlasting beetle juice tonics.
